Partner program Open · 2026
Build on the layer that makes a decision admissible.
The runtime admissibility layer for AI in high-stakes decisions.
Summit Cognitive turns an AI-assisted decision into a governed artifact — a Decision Receipt: a cryptographically signed, replayable, independently verifiable record of why an answer was allowed, revised, blocked, or escalated. The partner program lets you embed that assurance in your product, carry it into regulated and federal markets, or build the benchmarks and pilots that prove it. We do not replace your analysis — we make it admissible.
A program, not a marketplace listing. We onboard a small number of partners at a time and build alongside them. Contact hello@summitcognitive.ai.
Why partner with Summit
Your customers can already tell whether an AI system produced an output. Almost none of them can prove it was decision-valid. That gap is what you get to close.
The first wave of AI adoption optimized for productivity. The next wave is judged by decision accountability — and regulators, auditors, and mission owners are all converging on the same demand: show that an automated decision was authorized, evidence-linked, and policy-compliant, captured at the moment it was made. Summit operates at the knowledge-graph layer, not the model layer. That makes it complementary to almost everything in your stack rather than competitive with it.
The product is built, deployed, and in active pilot motion — live in production at decrec.summitcognitive.ai, with a public key and ledger for independent verification. Partners build on something real, not a roadmap.
COMPLEMENTARY BY DESIGN
A control plane, not a competitor
Summit wraps any analytic output — from an LLM, an agentic system, or an existing platform — and makes it replayable, auditable, and defensible. It sits underneath your product, not across from it.
REGULATORY TAILWIND
The requirement is arriving on a clock
Federal AI-governance mandates, the EU AI Act's high-risk runtime obligations, and model-risk guidance are converging on proof-at-decision-time. Partners ride the requirement instead of explaining it.
VERIFIABLE, NOT ASSERTED
Every receipt verifies offline
Ed25519 signatures, deny-by-default policy, deterministic replay. Your customer — or their auditor — can verify a Decision Receipt independently, against a public key, without trusting you or us.
FIRST-MOVER CATEGORY
Decision admissibility is new ground
No one else is shipping runtime admissibility infrastructure for autonomous AI actions. Early partners help define the integration patterns and the benchmarks the category will be measured against.
Partner tracks
Four ways to build with Summit. Each one names who it is for, what you build together, and how to start.
-
01
Technology & integration partners
For platforms · ISVs · agent builders
You ship a product that makes consequential decisions — an analytics platform, an agentic workflow, a model-serving stack, a vertical SaaS in a regulated domain. You embed Decision Receipt assurance so every governed action your product takes leaves a signed, replayable, independently verifiable record.
Who it's for
- ISVs and platforms making or automating high-stakes decisions
- Agent and orchestration builders that need governed actions
- Model-serving and data products that owe an audit trail
What we build
- An integration that wraps your output in a Decision Receipt
- Provenance, authority, and policy binding at decision time
- Offline, public-key verification your customers can run themselves
How to start
- A scoping call on your decision surface and integration points
- Access to the live endpoint and the integration contract
- A reference build against one governed decision path
-
02
Channel, reseller & SI partners
For resellers · systems integrators · primes
You already carry trusted relationships in government and regulated enterprise. You bring Summit into accounts that need decision accountability — selling, deploying, and integrating the runtime admissibility layer as part of a larger program, with the standing to navigate procurement and accreditation.
Who it's for
- Systems integrators and primes on federal and mission programs
- Resellers serving regulated enterprise — finance, healthcare, insurance
- Advisory and audit firms that need an admissibility layer underneath them
What we build
- A deployment and integration motion your team can deliver
- Co-positioning into procurement, accreditation, and pilots
- Enablement on the receipt model, policy, and verification story
How to start
- A partnership discussion on target accounts and program fit
- A capability briefing and the partner enablement materials
- A first jointly-pursued opportunity to anchor the relationship
-
03
Research & academic partners
For labs · universities · standards bodies
You work on accountable AI, evidence and provenance, decision auditing, or evaluation methodology. We collaborate on joint benchmarks, papers, and datasets that pressure-test what it means for an automated decision to be admissible — and publish the results so the category is measured on real ground.
Who it's for
- Academic labs and PIs in accountable / auditable AI
- Researchers on provenance, evidence, and replay
- Standards and evaluation bodies shaping governance norms
What we build
- Joint benchmarks for decision admissibility and replay fidelity
- Co-authored papers and shared, reproducible datasets
- Methods that put the claims to an independent test
How to start
- An exploratory conversation on a shared research question
- A scoped collaboration plan with publication intent
- Access to documentation and the live verification surface
-
04
Government & mission partners
For federal · defense · public-sector
You own a mission where AI-enabled decisions have to hold up — to an auditor, an oversight body, or a court. We run pilots and co-develop against your decision workflows, with a provenance-controlled accountability layer that produces signed Decision Receipts that verify offline. Summit holds active federal credentials and is structured for this work.
Who it's for
- Federal mission systems and defense / natsec programs
- Public-sector owners of high-consequence decisions
- Oversight and accreditation stakeholders needing provable records
What we build
- A scoped pilot against a real mission decision workflow
- Co-development of authority, policy, and replay to your needs
- Signed receipts that verify offline, deny-by-default policy
How to start
- A capability briefing and use-case scoping session
- A pilot agreement on a single mission decision path
- Engagement via the federal pathways Summit is credentialed for

How it works
The same first three steps, whichever track you're in.
STEP 01
Reach out
Email hello@summitcognitive.ai with your track and what you'd want to build. We respond personally — this is a program, not a self-serve signup.
STEP 02
Scope together
A working call to find the one decision surface, account, research question, or mission workflow worth starting on — and the smallest version that proves it out.
STEP 03
Build the first proof
A reference integration, a jointly-pursued opportunity, a benchmark, or a pilot — one concrete thing that ships a verifiable Decision Receipt. Then we expand from there.

The codebase partners build against
Federal credentialing is in place: UEI assigned, SAM.gov registered, CAGE code assigned. Provisional patent application No. 64/034,952 was filed April 10, 2026; the non-provisional conversion is due April 10, 2027 (pending, not granted). Engineering metrics are audit-time figures; some have since advanced. The live product, public key, and ledger are at decrec.summitcognitive.ai for independent verification.
Partner FAQ
Is the partner program the same as investing or sponsoring?+
No. This is a build-and-go-to-market program — technology integration, channel and SI delivery, joint research, or government pilots. Investment inquiries live on the investor hub; they are handled separately and have nothing to do with becoming a partner.
Do I have to compete with Summit?+
Almost never. Summit operates at the knowledge-graph layer, not the model layer, and wraps any analytic output — from an LLM, an agentic system, or an existing platform — to make it replayable, auditable, and defensible. It is designed to sit underneath your product as a control plane, complementary rather than competitive.
What does "embed Decision Receipt assurance" actually mean?+
Every governed action your product takes ships a Decision Receipt: a cryptographically signed, replayable record of why the answer was allowed, revised, blocked, or escalated, with provenance, authority, and policy bound at decision time. Your customers — or their auditors — can verify each receipt independently against a public key, offline.
Is the product real, or a roadmap?+
Real and in production. Live at decrec.summitcognitive.ai with a public key and ledger for independent verification — more than 3,000 signed Decision Receipts issued, 98.6% acceptance (deny by default), 99.9% replay determinism, Ed25519 signatures, across 52 canonical packages and five integrated services. Partners build on something that already runs.
Who can apply, and how selective is it?+
Technology and integration partners, channel / reseller / SI partners, research and academic partners, and government and mission partners are all welcome to reach out. We onboard a small number at a time and build alongside each one, so we scope carefully and start with a single concrete proof before expanding.
